There's rumors that his own wife, an undocumented immigrant, was considering divorce when he decided to take a hard line on immigration, which caused him to shift back a bit. If his own wife is getting blindsided by his villain arch then I think something more might be going on with him.

Justice Democrats have failed to win a single state-wide seat in any election. That won't change in 2028. Fetterman is likely about to be a pain in the ass like Manchin for the foreseeable future. He'll be moderate enough to win the moderates and hold most left leaning people.
