There is no chance of flipping the supreme court in our lifetime. If Trump loses Mitch McConnell will convince the two older conservative justices to retire and replace them before Trump's term is up. The judicial branch is Mcconnell's top priority and he's planning to appoint judges to the lower courts in the middle of this pandemic.

As for the incremental approach, we keep trying it and things keep getting worse. We tried it with Clinton then we got Bush. Next we tried it with Obama and then we got Trump. Every incremental change put in place gets reversed and we end up further in the hole then where we started.
