You don't hear Jay E's exact voice in Proclamation? In both the lyrical sense and the vocal sense i.e. how his voice rises and falls, the way certain words are emphasized, etc.

It's obvious he re-recorded a Jay E reference for at least half the verse (starting from "this is the genesis")

you know I was tough on dream for being so slippery about it but in retrospect that FWMJ guy's article was inexcusable .. if he really had info and was going to report it to us he could have acted like a reporter instead of prefacing so much conventional "i'm disappointed by ghanurz" bullsh1t and then not reporting the details of the convo

First dream tried to shyt on Nas to boost Jay-Z's cred and at the same time she boosted Jay E's. Then you had that one blog nikka using that boost to boost Jay E, then you got random forum nikkas having a reason to talk about Jay E again, so they ran with it.
