In the meantime, try to find and implement incentives and regulations to get the birthrate above 2 persons per female.

Some countries trying to get rid of people and others need people. Jamaica is poor and has a declining birthrate. Since Jamaica isn't going to benefit much from "brain drain", just focus on getting some people in.

People are no longer having 8 or 9 kids because they don’t need extra hands working the farm.
