It’s really about self preservation and looking out for their own national interests.

those countries are far from monolithic. They couldn’t be any further apart except their leaders’ joint mission of preserving power, discouraging any dissent locally and currying favor with the US and Russia to a lesser extent.

“Standing on business” has grave consequences for them. The only slight difference is they’ve actually been blatant with their apathy far beyond leaders in past generations.
