Because a lot of Muslims would lose their shyt seeing a Western or Shia occupying force pushing into Mecca or Medina. If you're the Saudis, that's where you set up defense. Make them bomb the two holy cities. That's what I would do anyway.
Military would only work with a Sunni Arab force pushing in by themselves. Can't even be South Asian Muslims because a lot Gulf Arabs look down on them.

Of course they can but a war these days is much different than in the past.

It's because that was a total war.
There was carpet bombings of civilian towns, nuclear weapons dropped, the Soviets sacrificed millions of lives and so on.
It also "helps" when the enemy is an established entity and army. Guerrilla warfare can only be defeated by extermination of the people who hide the enemy. The world doesn't have the stomach for that.
