when it comes to fighting, shang is the closest to cap. when spiser man lost his spider sense, he went to shang to help and he developed a style called way of the spider

Wolverine is trained in many styles but he relies a ton on that healing factor. Hes like Antonio margarita to Cap's Mayweather and just keeps coming nonstop. He fights more skillfully when he loses his Regen but I think cal is more defensively savvy

Cap has advanced healing, courtesy of the super serum, of course, but it's no where near as advanced as Wolverine's healing factor. The type of lethal injuries that Wolverine can sustain and has healed from and heal to 100% (as in no evidence that the injury even happened) in minutes would outright kill Cap on the spot.
As @Mr. Negative above listed all the best marvel hand-to-hand combatants is pretty spot on with the order (tho I wasn't aware of Gambit's hand-to-hand was even worthy to even be put into the discussion). But yeah, they're all essentially street level heroes, tho a grip of them has elements of their powers that can have them compete with/damage/chance of winning against some above street level heroes/villains (such as Wolverine's God-tier healing, adamantium, claws and killer instinct, Cap's will, strength and overall tactics, BP's boundless resources and tech + his strategies, the destructive power of the Iron fist) . Also, as duke mentioned, Spiderman is above them cuz of how high his strength limit is, but he's still more or less a street level hero for the most part. Spiderman's technical fighting skill is below most of them, but his spider-sense alone can have stand toe to toe with them all and his other abilities grants him an edge to being able to beat them all.

Panther isn't really street level anymore and Daredevil has stalemated Cap at least once.
I don't really count it as healing factor unless you can grow back a severed limb like Wolverine and Deadpool. Wolverine has been torn in half and beheaded and still healed. As far as hands and technique. Cap hands down. Cap has few peers when it comes to that. Shang Chi I think is overall the best hand to hand fighter. This is of course subjective. Wolvie is a problem to be sure but he is more of a brawler.

And yeah, if Shang Chi had Cap's stat boost, perfect brain and lack of fatigue, he'd be better than Cap.
and yeah, everybody beats or stalemates everybody some kinda way sometimes.
Black Cat has a flat out win over Sabertooth, Arsenal of all people has a flat out win over Deathstroke. Bullseye killed Gambit once. Gamora has a solo win over Thanos, although they were just sparring. Black Panther nearly making Silver Surfer tap out on some UFC shyt is legendary at this point.
I try to ignore that kinda stuff unless I'm trolling for lulz.

If it came down to straight hands. . . I am not sure. I think Shang is superior in technique barely maybe. . But Cap has the advantage with the overall physical advantage and can simply wear him down over time. I do not think Shang would be able to knock him out before he gets to tired.
If we add in Cap's shield then I think its too much for Shang to overcome. You have a guy who is maybe a c*nt hair less skilled than you. But is stronger and more durable and has a shield that can hurt you.
I remember when they sparred lightly.
