Disney ranked him the #2 Disney villain of all time. He even outranked Scar and Judge Frollo (a dude who Hell gave a co-sign to).
EDIT - Maleficent was number one.
Frollo was literally giving hoes the ultimatum to be his concubine or burn at the stake
