While the whole negro/pardo thing can block larger consciousness, the problem was hardly just with Black Brazilians. When Gilberto Freyes came out with his whole democracia racial theory and Brazilians were congratulating themselves just because there was no outright extralegal violence like the Klan in the USA, people began to shut down any show of Black consciousness as unpatriotic and upsetting the "integrated" Brazilian society. People are integrated in the favelas was the excuse the lilly White elites always gave.

Another theory I have had is that Afro-Brazilians never hard the clout of AAs because Brazil never had any major wars besides the War of the Triple Alliance. Wars (total wars) like the Civil War and WWII created societal situations that Black people were able to use to advance. When we were necessary, we could use leverage and improve our situation. Brazil's peace ironically is a reason that societal structure will never change. Unless some other collapse precipitates it, it could last a while still.
