To be a progressive, you have to support policies that are left of center not just talk about how you want things to be better but ultimately follow the status quo. For example, Underwood is for expanding automatic voter registration and same day registration while Turner supported automatic voter registration for all states (H.R. 2840) through amending nvra.
And no, your personal opinion on m4a is not relevant when it comes to whether a person is a progressive or not.
