Difficult to compare, but the modern era translates into long runs and a hell of a lot of TV time, so he's easily racked up the "moments" needed to build a world championship buzz.
Some people don't need titles (Jake) and I think he might've fallen into that categor at least until recently though.
It's worth keeping in mind that although title-runs do mean something to wrestlers when they look back at their careers, they're really just props either to elevate the wrestler or the company... Kofi deserves all the pats on the back and all the accolades... anything that garnishes his bank account and allows him a comfortable retirement after years of bump-taking... but giving him the title right now is more about elevating the company than Kofi. It gives him a moment in the spotlight, sure, but WWE get to crown a black champ and have a women's main event at Wrestlemania which they will crow about and use to deflect any criticisms of racism and sexism for the rest of the Trump administration.
Don't get worked into a shoot over all the "B+ Player" shtick. That's just cut-and-paste underdog build. Kofi invented a whole new category of spot in the Royal Rumble before Xavier and Big E even stepped through Gorilla... he was already Hall of Fame based off that and everyone in the 'E knows it.
