Studies show that smaller classes are important. Studies show that new updated books are important. Studies show that kids with access to extracurricular activities perform better. Studies show that poor kids are most affected by a lack of resources because they need the MOST resources due to their disadvantages and home and in their community.

You sound ignorant. Peer tutors help alot of students around the nation. They're tutoring for a reason. Because they understand it like the back of their hand. Does an older sibling need a degree to help their younger sibling with their homework?

they arent all behind, im not sure why you would think that, even in the worst schools there are always students that do well, and those students tutor the students that are slower or in lower grades

Kumon and all the other Private after school tutoring classes here in California are filled to the brim with low income Indians, Vietnamese and Chinese students. Many parents work 2 jobs just to make sure their kids can stay in places like Kumon.
Again, it indicates the priorities and desires of the parents. The parents are willing to put in the extra effort to make sure their kids succeed.
And, in the areas heavily populated by Habesha Africans, they also have a strong presence in Tutoring programs and libraries.
No matter how much money you spend on students, the kids with a superior cultural upbringing are going to perform better. high Income or not.
The results from the California STAR exam pretty solidify the notion that cultural superiority helps more than income.
