You also got to consider that Bush Jr played it safe and moved smarter. He didn't piss off his media outlets (right wing propoganda like Fox News and etc) along with keeping his cabinet in tact. Meanwhile, Trump pissing off everything but his moronic ass followers and being sloppy with his cabinet. Hence why it looks like Trump being the WOAT (which he really is) versus Bush Jr being on the whole "he's alright with me" type of appeal.
