Dude is wrong for letting the conversation go this far. Once she mentioned gas money he should have just replied "cool, it's all good. Send me a text if you change your mind" and leave it at that. He's not wrong for not sending the money. He's wrong for trying to shame her into doing something she obviously doesn't want to do.
90% of those women would never bring up no shyt like that on a getting to know you date. No body cares if you got bills everyone got bills.
