That didn't put Tony in any danger and the esplanade and NY construction money rolled in for years after it.
Also, Paulie did that because he was feeling unappreciated and Johnny made him feel a move to NY could be possible. He didn't do it to try and get Tony out of the picture and become boss himself.

I think you are underestimating Tony completely if you think he wouldn't make a call to kill off Furio for going against him and lusting over his wife.
