'Nicene Orthodoxy' wasn't pushed on territories. The Tanakh was followed by early Christians and supported their belief that Jesus = 'G-d'. Hebrews and Christians were one-in-the-same until the 2nd Century CE. They split because Christianity was taking too many converts from Judaism, not due to any external forces like imperial edicts. Even the so-called 'heretics' believed that Jesus was 'divine' way before Constantine. That's why there were over 300 Churches throughout the Roman Empire by 325 spread all around the Mediterranean Sea. The 'orthodoxy' preceded the Nicene Creed by at least 200 years.
