Dude still squawking about a 'closed system' but simple geometry/algebra shows that the higher you go above the surface of the Earth, the faster the atmosphere travels. This increase in velocity 62 mi. above is only 25 mph. faster than the surface velocity and is easily overcome by the Jet Stream, air pressure differences at different altitudes (pressure gradient) and temperature differences which create wind, and friction. So, no, clouds don't have to travel at the same speed as the ground as there are several different vectors which act upon them to increase/decrease their speed within the 'closed system'.
