Maybe in Latin America,but India they use creams to lighten skin,in Latin america it's "Mejorar la Raza" since people are of mixed descent and people actually poses Euro ancestry,India there is colorism but most people don't have a single drop of Euro ancestry so quite frankly its a bit different. Having a white girl in Mexico just means u are big time, but I wouldn't say that makes most Mexicans racist its just a little different than in the US.

Also DR got invaded by Haiti in the early 1820s I believe, by doing so they liberated DR from spanish influence.
