A lot of them like saying they are not black, but will be more than happy to claim their non black heritage. You also have to understand that their history is white washed and they more praise to their European history.

There's a difference between identifying as black (the color) and black (African American).

And since you grew up in Miami, maybe you'd like to talk about how racist white Cubans are to black Cubans.

The white-washing history of DR has merit.

And Taino culture and art is widely available in certain parts.

I don't know what you experienced, but I saw this and still see it to this day. I knew a lot of Dominicans that would say, "I'm not black, I'm Hispanic". Now if you ask them about their white side they would be more than happy to elaborate. I knew a Dominican chick last semester who is clearly black, and has the body of a black woman. Anyways she would always say that she is not black, but Dominican. At the same time she would be quick to let you know of her Russian ancestry.
