Certain things actually might happen less. If everybody is required to get gun training and keep it up. Also would encourage a discipline and confidence for people to not be so quick to pull a gun in any situation. When you are confident in your ability to protect and defend yourself, you are often less of a hot head.
Also requiring the license, insurance and renewals, might discourage several things, 1) people might be less careless with a gun that is continually costing them money and not just leave it out for anyone to steal (including their kids. 2) might discourage people buying huge arsenals of guns which by their sheer volume also increases the likelihood of more guns ending up in the wrong hands. Overall people would be forced to be more responsible to get the most out of their investment.
Thing like this would serve to reduce gun crime.
