Elections aren't won by swing voters, they're won by which voters decide to show up. Kamala needs to increase her popularity with Dem voters so they don't stay home, not worry about nonexistent swing voters.
But to be honest I doubt it's possible. She's already at an inherent disadvantage being a black woman, and unlike say Obama she's not charismatic enough to make up for it.
It's the clearest measure of popularity that we have.
