A ton has been studied about vaccinated people catching the virus and the severity of the effects. Not as much has been done about their ability to transmit the virus. There have been studies to suggest it and generally speaking, with how the vaccine works, it's a good assumption that they're fine. But the confirmation will probably require a systematic review of all the studies on possible transmission so that a strong consensus is formed. In the meantime...masks cause no harm and are a minor inconvenience at worst. It makes no sense to rush out a decree when a mistake here could cause people to let up and start spreading the virus again (baring in mind how the exponential growth works).

The vaccines absolutely limit people's ability to catch it and all but eliminate the chance people who still catch it will be hospitalized or pass away from the illness. Keep wearing your mask just to be safe while they confirm it also prevents transmission and/or find out to what degree transmission would be limited.
