The president had said he was near a decision, but the administration continues to weigh the political and economic fallout of any moves.
If he actually plans on doing anything at all, it's politically smart to do it as close to the midterms as possible.
Do it too early and all the goodwill will have evaporated by then.
He's kicking the can down the road. His administration has had plenty of time to find out the implications. The midterms are in 5 months. I'm sure we'll get to August and he's going to delay to not be political before the midterms. He probably just suspend payments til the following year.
