He is in a sense. Midterms are often based on how people feel about the President. Obama got destroyed in 2010 because the freedom caucus and GOP went nuts over the ACA. GOP losing the House in 2018 was due to Trump plus Trump efforts to take away the ACA.

What voters are seeing now is a weak President who cannot get inflation under control, cannot pass his agenda and may have went too far to the left when that was never his mandate. It would be a miracle if they don't get wiped out.
