There are numerous factors why Baby Lane didn't get caught for instance the LAPD was already on MOB's ass, Suge was in jail, Baby Lane stayed on his block and there was in fights between MOB Piru's with Fruit town Piru's which took the focus off Baby lane.

True I assume you are inferring to pre-death row Pac? if so he was indeed a reckless hothead then again it is to be expected the guy was only 22/23 during that period.
