Yes its always possible but there ain't no anti flood measures for 17 inches of rain, what are you not understanding here? It does not flood in Houston at every drop of rain breh.
What part of reducing the damage do you not understand?

If that is done then damage would of been less than it is now.

Better than doing nothing.
