This has been a back and forth fight for 50 years. See the 1999 NYT article below where Kweisi Mfume of the NAACP criticized the big 4 networks for segregated shows with few Black characters in contrast to the diversity of the 70s.

Also they note how WB and UPN started with many Black shows to lure in viewers and then cut them back once they had a critical mass audience.
