Actually the story that NBC reported is that foreign criminals had gone on the dark web and gotten Americans information and made false claims for the money. Apparently no American government agency was monitoring who was getting the money, which means that a lot of criminals in America, including Trump and his ilk were also doing it. So they will not get all of the money back.
