Government of Haiti updates controversial energy and customs contracts

Port-au-Prince, Oct 18 (Prensa Latina) The Haitian government today announced the update and cancellation of contracts in the electricity supply and modernization of customs, as part of its efforts to review agreements that undermine the 'general interest', he said.

According to a note released by the Ministry of Communication and Culture, the new provisions are aimed at optimizing the use of public resources and services provided to the population.

In the case of the HLS international company, the Ministry of Finance confirmed that four years after the signing of the contract in 2015 for the restructuring, improvement and updating of customs services, there is still no progress in the project, so it rescinded the agreement.

For their part, the authorities encouraged the company to supply Sogener with electric power to pay off the debt with the State, of some 194 million 567 thousand dollars, to which another 39 thousand lawyers' fees are added.

The amount represents the total amount due for the purchase of petroleum products on credit between June 2012 and March 2019, the statement said.

The electricity supply is one of the most sensitive in the country, which only benefits 30 percent of the population with an unstable service.

In the election campaign that led Joenel Moïse to the presidency, the current head of state promised to electrify the country 24 hours in 24 months, a commitment he has not yet been able to make.

During his most recent speech, amid the tense climate that the country is experiencing after a month of anti-government protests, the president lashed out at a certain private sector, which maintains juicy contracts with the State, to the detriment of the population.

Although according to press media, municipalities in the North and Northwest departments have electricity available 24 hours a day, it does not behave like this in the rest of the country, whose supply sometimes does not exceed four hours a day.

Jovenel Moïse Speech Aggravates Already Tense Climate in Haiti

On Tuesday, President Jovenel Moïse delivered a speech to a nation that woke up in relative calm compared to the previous four weeks. Protesters and opposition members intended to use Tuesday and Wednesday to remember the 135, 22 in the past month, who had died in the protests for his resignation. But the nation would descend into more unrest into the early afternoon following the Head of State's intervention.


President Ends Own Efforts at Dialogue

President Moïse's declarations made on the National Palace grounds, Tuesday, were directly inciting to the many calls for his resignation that have amounted over the past year. He outright precluded the possibility of ending his mandate as president as demanded in many variations.

This part of his declaration crippled the efforts of a 7-member "commission of dialogue" that was established a week prior. Within an hour after the end of the speech, it was reported that three members of the commission, Evans Paul, Josue Pierre Louis and Jean Rodolphe Joazile had resigned their posts.

President Attacked Private Sector Members with Contracts
The Head of State also spoke on contracts that the State had with private sector companies and how he cut the contracts. Even though the existence of the contracts may be undesired by some in the population, the Haitian public rightfully recognized it as demogoguery and class warfare.

Former defacto Prime Minister, Evans Paul, at 3:45PM EST on Radio Kiskeya said this move reminded him of the declarations former President Jean-Bertrand Aristide made ahead of both his departures from office, although, according to Mr. Paul, Aristide had political capital to spend that Moïse does not.

Furthermore, the population on radio air waves and on social media have been bringing up the matter of Dermalog. This is a contract for identity cards rejected by the Court of Auditors and Administrative Disputes (CSCCA) twice before still being illegally forced through by First Lady Martine Moïse, out of her power to do so. $2.7 million [USD] has come up missing from that contract.

President Moïse Decried a System Where He is King
The use of the term "system", moreover, angered the general public because it is "the system" in Haiti, that protesters, in calling for President Moïse resignation, have declared they are fighting. Memes and posts on social media were posted showing the campaign Moïse ran where he used firms, hired by his very wealthy supporters and known for corrupting elections across Latin America, to work with an already corrupt electoral system in Haiti.

As well, it reminded everyone that Jovenel Moïse was the greatest beneficiary of phony contracts with funds from the Petrocaribe program. Considering the corruption that has gone on in his administration, this further demonstrated the hypocrisy in his declaration.
