The countries of the Caribbean Community (Caricom), with the exception of Haiti, have rejected any armed intervention in Venezuela and have not signed on to the TIAR document drawn on September 12, 2019 in Washington, D.C..

Trinidadian Prime Minister, Dr. Keith Rowley, who chairs the Council for National Security said that "the countries of this regional group reject the the position of the Organization of American States (OAS) on a possible armed intervention in Venezuela."

Rowley told a press conference Tuesday that "the Caricom countries were completely opposed to the activation of the Inter-American Mutual Assistance Treaty (TIAR), which envisages the use of armed force during a possible intervention of the United States in Venezuela."

“There are powerful forces dedicated to seeking military intervention as a solution to the political problems (of Venezuela). (...) Our position is the same as Sunday as Monday as Friday, not intervention, ”added Rowley, stressing that his Government remains focused on defending stability in the region.

Antigua and Barbuda Foreign Minister, Chet Greene, criticized CARICOM member, Haiti, who through President Jovenel Moïse, delegating to the Minister of Foreign Affairs Bocchit Edmond, signed on to use the TIAR at an OAS meeting in Washington, D.C. He called it deeply concerning in his country about the fact that Haiti "voted to open the door to the invasion of a country."
