I think the GTA Online is going to be the downfall.

They went too overboard on the content in GTA Online. To the point in which it would be difficult to have a GTA set in the past.

Plus the fanbase is split between fans of online and fans of single-player (and single player DLC).

I do think some of the info is correct. Vice City being the main location and drug smuggling replacing heists from GTAV.
