Hal never cared about the policy like George did. He only never changed it because he never thought about it since nobody ever complained.

If you remember, CC at the end of his career used to test the limits of the policy. He later went on to admit he would intentionally grow his facial hair out and not shave until it was his turn to start or until people started complaining
