Fox is open to making a possible Gotham spin-off:

Speaking with IGN after FOX's executive session at the 2016 winter Television Critics Association press tour, FOX Chairman and CEO Gary Newman said the network would "certainly be open to considering" potential Gotham spinoffs, though those creative decisions would need to go through DC.

"We're really happy with the creative on Gotham this year," he said. "We thought the Rise of the Villains has been great, and it feels like a world that has many, many stories to tell. We haven't had any conversations with Warners about whether or not they'd want to do a spinoff series. I think that would be an issue for DC. It isn't quite clear to me that they'd be ready to do that, but it's a good idea."

I am hoping that snce in Season 2 the writers seem to have gotten their shyt together that when Fish returns it will be with a well thought out story and interesting characterization.
Because that character was all over the place in Season 1.
