AGAIN, those other universes aren't actually stronger, they just have a better quality of life. That's what the "Mortal Level" is.STILL haven't seen any of the other HIGHER universes fighters that was exempt from the tournament, you jumping the gun... fam

It was literally explained in the episode dude. The whole reason the Universes in the tournament were up for destruction was because they were clogged up with terrible people due to the Supreme Kais and Gods of Destruction not doing their jobs.
