The Dem version of this 4 years ago was the FY21 reconciliation for the American Rescue Plan, and FY22 (eventually) for the IRA. It's in part an acknowledgement that taxes will be hard, will take all year, and will require those three replacements for cabinet appointments in the House. Border funding offset by some IRA cuts is easier.
