Yes. Relies heavily on anonymous sources and makes allegations that haven't been verified independently by anyone else. Completely improbable narrative that was probably fed to Hersh by a Michael Flynn type of "U.S. official". Hersh is flabby and sick, and hasn't produced anything of note for a decade.
Numerous independent UN investigations have found instances of the Syrian regime using chemical weapons on civilians. The regime supporters who push this conspiratorial line only try to sow enough doubt to distract away from its culpability. Once contradictory evidence emerges that finds the regime responsible,they've already moved on to the next conspiracy.
It happened in Douma, happened when the regime intentionally bombed water tanks outside Damascus and claimed rebels poisoned the water supplies, and it happened when the regime bombed a UN humanitarian convoy and claimed it was someone else. Anyone who believes Baathists will not brutalize civilians, scorched earth style, to force them to submit to their rule is clueless or a liar.
Remember the regime does not view the rebel's support base as civilians but merely a liability for their future rule. Why else were they so happy to confirm far-right narrative that Syrian refugees may be terrorists? They do not want most refugees back to the country, they see it as a plus that they got rid of millions who oppose their rule.They would like nothing better than to terrify the remaining civilians living in rebel strongholds into fleeing or submitting to their rule. They've already dumped hundreds of thousands into a corner of the country that they are decimating now in their final push (Idlib).
