Based on the books/show, and how soft Viserys I was; Aegon I, and Jaehaerys I are far better kings. And there will be future kings who put soft ass Viserys I to shame. He inherited a peaceful kingdom and a rich treasury. Some can argue the Dance began to sprout once Viserys I was chosen in 101AC, and the Velaryons/Rhaenys were set aside.

Viserys I was weak, and through his weakness allowed the dance of dragons to bare fruit. I won't go into detail but Viserys I is borderline pathetic like Aenys I.
