She was never getting a confession out of them. The whole reason that both of them were in Harrenhall in the first place was that Lyonel attempted to resign to protect Harwin. He just said there were harmful rumors surrounding his family, and even when Alicent pressed, he refused to say what they were. Viserys refused his resignation, and instead got the clearance to essentially banish Harwin to Harrenhall to live normal lordly life away from Rhaenyra so he would eventually get married or some shyt, and eliminate himself from the situation.
Alicent's problem is that she really thought Larys was her friend. She never asked for those two to be killed, or even intimated that she wished someone would. She just said she wished her father were still the Hand, since he would support her. Larys just saw an opening to get rid of some family he apparently didn't fukk with, and essentially put two generations of rulers in his pocket by getting leverage over the current queen, and (if Alicent gets her way) the mother of the next king, who will probably be pushed to rule well before they're ready.

I'm sure Otto would have thrown his daughter at Daemon or the first heir from Viserys/Laena so who knows
I would say he was sickly and didn’t know he’d survive to seed her, but he didn’t even want to get married. Marrying Laena was the best for the realm and it was the best for him (he wouldn’t have to consummate it for years)…he just rejected her to spite his cousin and her husband.
Then he makes the controversial decision of naming his daughter heir but fails to follow that up with proper support to ensure she can actually ascend the throne. A woman ruler was like a Black president; she needed to be Obama level perfect for that to succeed. Instead this clown just sticks his head in the sand as if him ignoring the BS means it doesn’t exist for the rest of the realm to see. They already showed the peasants of Flea Bottom shytting on her when she was a kid, imagine the plays/songs with her parading those 3 b*stards around court.

I think the point they are making is that Otto is defining Rhaneyra’s actions based on what he expects her to do.

Yeah, I can see both sides of this one.
On one hand, I'm gathering that there's a different, and probably larger, cast of prominent characters that will matter once the central conflict kicks off that will probably matter more, so they're not trying to waste a ton of time with characters that they know internally won't matter as much as we think they do.
But at the same time, they could've tossed us a couple of scenes establishing that he was looked down upon for being disabled, and held resentment for his father and brother. As it is, they're heavily leaning on the audience seeing Larys as both another Littlefinger, and a less virtuous Tyrion. And while I'm fine with them playing off of audience expectations at this point (the wedding in last episode has a whole different level of tension if you've watched and remembered the Red and Purple Weddings), I don't think it's necessarily fair to what may be new viewers to do that for a character's entire motivation.
But I also think that's part of the point. From what I've gathered, one of the low key underlying themes of the whole Song of Ice and Fire as a whole is the cyclical nature of history. Wouldn't be surprised to see them lean heavier into that as the show goes on.

did you not see the scene that preceded that? Alicent was talking to Cole about honor and decency prevailing then right after that, she walked into her degenerate son. The deviant she wants to put on the throne. The purpose of that scene was to show the cognitive dissonance and how she's full of shyt and driven by self-interest like everybody else

Rhaenyra was literally named the heir in front of the realm, with Lords (including the Hightowers) swearing oaths to her. 
The rightful heir is Rhae. The "Realm" has already accepted this because she has been crowned. So it's a done deal unless someone wants to be treasonous like Otto, Alicent, Daemon. She's had her coronation ceremony and everything. She is the only rightful heir. She hasn't threatened anyone. She hasn't conspired against her siblings. The only one currently conspiring is Alicent
