I feel like I'm the only one that doesn't think the queen is jealous of rhae
I think its more so the lying and not treating her position with dignity

I think that is definitely a big chunk of why she's mad, but that does also just tie into the jealousy.
The contrast between their two sex scenes really show Alicent's feelings on marriage and sex. To her it's just a duty she must perform. She is definitely suffering fukking this pus filled scabby old man, but she has to endure as it's the role she must play as queen. She finds pride and honor in duty. Hearing that Rhaenyra is out here fukking people who are not disgusting lepers for fun definitely plays a part in her being upset, because she is taking her duty serious and Rhae is not. It's the feeling of "Why should she be allowed to get away with fukking whoever she wants for fun when, as queen, I'm wiping pus off my titties and picking scabs out of my hair every time I fukk? She is supposed to do her duty like I am!"
That, plus the betrayal of being lied to from the one friend she has in the entire castle.
Someone said Alicent was like one of those conservative moms who had a kid way too young and is jealous of everyone else living their life, so they post passive aggressive shyt on facebook all day about how great motherhood is. I think they had it exactly right.
To add on, she's also like one of those stay at home moms who has no life and no friends, so they start kicking up drama just to add some excitement to their life. I don't think she was like that before, but part of the green dress stunt is definitely her trying to show out because she has no allies at court, and no one who cares about her now that Rhae betrayed her and her dad got fired. If things played out differently she is easily one of those people who would just do her duty and pump out kids, never pushing for more.
