Before cars were commonplace people would just be walking in the streets however they pleased and many would get hit by cars and die as a result this was giving a bad rep for cars, so iirc a few rich people who stood to gain or lose from cars coined a term to make crossing streets during “traffic” a thing to be shamed upon. In comes the word “Jay” it used to be an insult and was a derogatory term. So those rich people combined jay with walking to dissuade people from crossing, and got laws invented for pedestrian signals.
