Any world class player is going for 90M+ today, and they are not easy to buy, PSG already have a squad that is up there with Bayern/Real/Barcelona/Juventus, they needed somebody to step up and put the team on his back when everything else didn't work.
I doubt you could give me a real example of transfers with 220M that could make their team better than having Neymar on it, it's not like they were in City's position where every defender was either old or bad so they had to replace pretty much every one of them.
