it dont matter what Floyd did Two years prior to the 09 negotiations. In 2009 more people were perchasing ppv to see Pacquiao than Mayweather. On 2009 More people bought tickets to the Pacquiao fight than Floyd Mayweather. Same with in 2011...
he didn't accept Floyds tests because Floyd was in no position to demand shyt from Pacquiao, since he didn't have a strap and was doing less in ppvs that year.. Pacquiao has never failed a drug test
