Black women are LEAST likely to date outside of their race and the men are twice as likely. So yes, it begins with the men. We already know black men date far more outside their race, if black women are upset, its justified. Why should they have to look EXTRA harder to find a good man? Because their own men are more likely to look for someone else? why do they have to work? they're the women. Doesnt help the black population is also spread out throughout a large country.
