But as the ratings proved, the Rock outdrew Austin in 99 and they had NO CHOICE but to insert him right back in the top spot by Unforgiven 99.

Austin was the #1 face who had just won the title and was entering into his feud with the #1 heel Undertaker.

There was no one on the heel level to match him The Rock, which is why he was stuck feuding with HHH again, Bulldog, Billy Gunn, Jericho feud that got dropped, and in the tag division.

That's why the HHH mega push went so hard in 99, especially after Taker cooled off too.

Edit: Found a video. And he didn't flat out deny it. But he kind of suggested that something would go down if Michaels went off course. Sounds like the rumor has some credibility. However Meltzer stated that the rumor was true. Keep in mind that Undertaker is old school and is all about protecting the business and not letting many backstage secrets leak out.
