St. Louis County judges push reform after Ferguson
Some local judges, prosecutors, and court administrators in St. Louis County are pushing for reform as a direct result of Ferguson and the unrest that has smoldered ever since the shooting death of Michael Brown.
ST. LOUIS COUNTY, Mo. - Some local judges, prosecutors, and court administrators in St. Louis County are pushing for reform as a direct result of Ferguson and the unrest that has smoldered ever since the shooting death of Michael Brown.
The committee is seeking tangible changes aimed to fix a municipal court system critics say stacks the deck against the poor.
One judge admitted that some St. Louis County cities would not exist if not for the money generated by traffic court fines. Critics say that cash cow system is the root of some of the conflict.
One defendant who didn't want to be identified explained, "Normandy locked me up for three days and I had to do three days in Clayton. I didn't have the money to pay 'em, so I had to do the time."
His traffic ticket doubled, and later tripled, when he couldn't pay. The arrest warrants for failure to pay piled up.
"You're scared to go to court. I have a job. If I get locked up, these people can't hold my job… So I lose my job," the man said.
It's a revolving door that attorney and municipal Judge Frank Vatterott knows exists in some—but not all—of St. Louis Counties 81 municipal courts.
"We could be robots and just fine everybody or we could do something about it," Vatterott said.
Vatterott is chairing a committee to unify and reform the traffic courts. The proposals include offering flexible payment plans for people who can't afford to pay in full.
"I didn't know before I started this committee that some courts don't have payment plans even though its state law – we are getting those courts straightened out," Vatterott said.
Another proposal establishes a regional community service program as an alternative to fines, and developing notices for police to hand out when ticketing. It would say defendants will not be arrested if they appear in court even if they don't have the ability to pay.
"We just thought of that in the committee, we should have done it 50 years ago!" Vatterott said. "We can't change the poverty. We can't change the whole world. But we can change some things we are guilty of."
Vatterott stresses most courts operate efficiently and without bias or abuse but he readily admits, some need universal improvements. He hopes most of the proposals become standard operating procedure by the end of the year.

I've been paying attention to this thread cause the future of black america hangs in the balance of all of the moves made in ferguson and beyond. This should be waking black people (and hell the rest of the country and world population) the fukk up! There's no benefit to staying asleep because from the last couple of tweets I saw from Shaun King, it's obvious them military boys are preparing for something big.
I've said this in another thread but I'll say it again, how do we know what's going on here isn't going to spiral out of control and spread to other cities? And it won't just be black people being the victims of this shyt...they just started with us cause we're at the lowest when it comes to priorities in this country.
I'm truly worried and somewhat frightened about what this fall and the next two years before Obama leaves office will bring.
