My choices were
1) Siding with Sabal -
Lesser of the two evils.
A power hungry religious fanatic and was likely going to bed and marry Bahdra, a kid whom he anointed as a deity to be worshipped all in the name of religion.
2) Killing Amita -
Drug kingpin and there are visions you can have of Amita forcefully removing children from their homes and forcing them to become soldiers.
She also threatens any parent and grandparent whom refuses to give up their children with death.
It's also inferred that she has Bahdra murdered considering she tells Ajay she won't be coming back, and due to a location in the river being titled as Bahdra's resting place.
3) Sparing Pagan -
He's still deadly, but his soft spot for Ajay was driven because of the bond the two shared with his mother & the infant half-sister Ajay didn't know he had.
Also made it easy to allow him to live after seeing the secret ending. He's crazy but a man of his word.
Demented psycho but I much preferred him to the pedophile fanatic & the wannabe Griselda Blanco.
4) Killing Sabal -
Like I said, he's a fanatical pedo who also took solace is slicing his own citizens necks after he assumed power as part of a "cleansing ritual."
He then had to balls to legit shove Ajay out of the way and dismiss him for good. Straight up like "I'm done with you."
Takes a lot of nerve to act like you're a goon in the presence of a real goon when I've never seen you pull a trigger.
Put one right between he and his soldiers eyes and it felt damn good.
