sometimes when you pre-purchace with GMG you get the Steam code right away. other times you have to wait. either way I'm waiting until launch is closer anyway. Yeah it's because they buy the keys and sometimes they have to generate more.
Happened during that Max Payne 3 sale a few years back.
they get a finite number of keys from somewhere. there was a bit of controversy with The Witcher 3, and where GMG got it's (cheap) keys
