Yeah, but I expect it for more than 10% of the time. I'll go back to exploring later. I'm gonna beat the faction quests and main story first. Exploring just isn't doing it for me in this game. Maybe I changed, but I loved exploring in Witcher 3. Something about exploring in this game is boring to me.
Yeah, maybe you're burnt out on this genre, plus a lot of people prefer Witcher 3. I'm having a great time going through sections of the map, learning what happened there, how it connects to what happened other places, and scavenging to build up my settlements. The game isn't like a huge cinematic experience. It kinda puts pieces of a story in its world to let you chew on it. Like the vault that was just mentioned. It doesn't have a purpose other than adding a small bit of lore to the bigger picture. I didn't play Witcher, so I can't really compare the two, and I'm not sure what would make exploring more enjoyable. You have to keep in mind that most places are ruins that hadn't been inhabited in 200 years. So obviously, most places aren't going to be established with people who live there and have quests for you to do.
Personally, I appreciate the small things. I once came upon two guys debating what constitutes a sandwich in the middle of nowhere. I was approached by a group of gunners demanding I pay a toll, and in the middle of conversation, a sentry bot comes out of nowhere to fukk everybody up. I came across a rather unremarkable apartment building in the city that I assumed would be empty filler, only to be pleasantly surprised with a complete set of X-01 Mk 3 Power Armor...
Well, I'm not going to talk Fallout into being a great game for you, just wanted to share some reasons why I like it.

Not really, there are certain things that have been established and while Fallout 3 dialogue was pretty bad it was still more Fallout than Fallout 4.
Nothing wrong with liking Fallout 3 more, it was a good game. I agree with the rest of your post.

Just checked my status and Ive only done 4 of the main quest. Im spending more time as a settlement planner than a concerned parent looking for their child. Just checked and Ive got 127 hours logged at level 32. Im such an indecisive person that I have a hard time avoiding side quest and working on settlements has really grown on me.
Not getting my vote for GOTY but
this game is keeping me busy, even if its just "kill these guys for a few hundred caps". Im having fun exploring as I make my way to fukk up some baddies.

Damn. I'm level 25 with only like 25 hours in. I don't build settlements though, so maybe that's it.

I just find it fun in a "Sims" sort of way.
Power armor and a Gatling laser. It's just not fair 
I don't like the BoS anti-synth policy. Probably gonna throw them to the bushes when it's time
