It's level basedok, maybe it is mods. but the reddit poster said without mods. I'm guessing you mod your armor to heavy at the workbench.

I dont know breh, I can mod my individual armor to add pockets, add padding, change the coating, and etc.
I can do that too but the additives with all the armor combined doesn't look like that on my character...
like @roxxthe96er said, it's level based. Around Level 32 I started seeing Sturdy Combat Armor instead of Regular Combat Armor and I hear the Heavy variant of armors start dropping around Level 45. It's so armor drops aren't completely useless as you keep leveling up.
But I think you have the ballistic weave on some clothes right? That trumps most of the armors and is kinda OP. I spec'd out a fully maxed Sturdy Combat Armor and it was only around +25 better defense than regular Combat Armor across all pieces. If you ballistic weave Level 5 military/army fatigues and a trillby hat that gives you like +200 defense and you can still equip armor over it.
Whats your main quest progress? I finished at level 43 now I wear....Found some full heavy combat armor somewhere, and really debating whether I should use it over the unique leather/metal items I have that's boosting SPECIAL stats. ATM I figured it's better to sacrifice defense for +1 in nearly every stat... but idk if I'm making the right choice
