can you link me to a video of someone building a settlement. I scrapped a whole bunch of stuff, but not sure what to do after that. If it says I need steel and have 110/4, is that saying I need 4 and have 110 or is that saying I have 110 and only need 4?

Scrapping and picking up random junk is different, scrapping is when u in a friendly settlement like your old neighborhood and pressing select or I think the touch pad on ps4(hold the button) And u can scarp every wood, metal, broken down house, pretty much anything in the settlement location, u cant scarp anything outside of the settlement and u can create a settlement at any work station in the game
Is there some tutorial in the game or mission that explains any of this to you.
I swear I've seen absolutely nothing about building a settlement.
